"not permitted by licensing" message

Please help!

I'm supposed to get this app. deployed under WO 4 today, and this is the

scenario:  I've got two different applications configured under
WOMonitor for deployment, one instance of each application.  When I try
to access one of them when they are both running, I get the following
message:

Attempt to access application in a way not permitted by licensing (more
than one instance detected).

What's up with this?  I don't have more than one instance of each
application running.

I'm using the limited deployment server license (developer) version.
