does the apache adaptor have a hard coded limit on number of apps?

OK, still having the problem
I compiled a fresh apache and a fresh Project Wonder wo adaptor or
apache. The apache is definitely using this new adaptor and still have
the 16 app limit (15 plus monitor). Are there any reliable work
arounds to this besides a second apache and redirecting to a different
port on it?
