i would replace the .conf file with the default one to see if the
problem goes away. we had no probs with 10.3.7 but the 10.3.6 upgrade
screwed up the .conf file and we had to rebuild it. try that first
before delving deeper. there should be a default one in the /etc/httpd
folder, if not i am sure i can dig one out for you.
